Texas Association of Life and Health Insurers TALHI is an association of life and health insurers whose products provide Texans the ability to manage life’s financial risks with confidence and predictability. Products offered by TALHI members include life insurance, annuities, retirement plans, long-term care insurance, disability income insurance, dental and vision coverage, and other supplemental benefits.
TALHI serves as the voice of its members and the industry, advocating for economic, legislative, and regulatory policies that support a robust and accessible insurance market capable of offering Texans an array insurance and financial products that will provide them protection and security for their future.

Jennifer Ahrens Cawley Jennifer Cawley, JD, has worked in and around the Texas Capitol for nearly 30 years. For the last 15 years, Jennifer has raised the association’s profile with legislators and regulators, making TALHI one of the most respected state insurance trades in Texas. Prior to joining TALHI, Ms. Cawley served as Deputy Commissioner for the Life, Health and Licensing Program at the Texas Department of Insurance, served as an advisor to Governor Rick Perry, and served two state Senators. Sharon Mineo Sharon Mineo, MS, has worked in the PR and non-profit association world for 16 years, working on Texas water issues before joining TALHI in 2013. She is both a Longhorn and an Aggie, having earned her bachelor's at UT-Austin and her master's at Texas A&M. (512) 651-3576
Jay A. Thompson Jay Thompson is with the firm of Mitchell, Williams, Selig, Gates & Woodyard, PLLC. He practices primarily in insurance regulatory and legislative areas, as well as litigation matters which affect both the life/health and property/casualty insurance companies. Thompson earned his BBA in Accounting from Texas Tech University and his JD from UT at Austin. In addition to representing other insurance associations, he has served as General Counsel for TALHI since its inception in 1997. Prior to that, he was General Counsel for one of its predecessors, the TLIA, for a number of years.
